Have your say – Proposed changes to certificate of survey requirements

Consultation now open on Marine Order 503

AMSA are inviting you to share your feedback on the proposed changes to Marine Order 503 (Certificates of Survey).

Why your feedback is important

The proposed updates aim to improve how survey and certification requirements work in practice and clarify requirements for novel vessels.

Your feedback will help ensure the changes are practical, risk based and workable for the domestic commercial vessel industry and support safer outcomes across the sector.

Who it may affect

  • accredited marine surveyors and recognised organisations
  • owners and operators of domestic commercial vessels (DCVs)
  • those involved in the design and construction of DCVs, including naval architects and boat builders.

Overview of the proposed changes

  • clarifying requirements for novel vessels
  • clearer standards for vessels that choose to be surveyed by a recognised organisation
  • implementation of the National Standard for Commercial Vessels Part C2 (Watertight and weathertight integrity) for new vessels
  • clearer descriptions of the triggers for transitional vessel standards and timing for renewal surveys
  • streamlining a number of other standards and survey requirements
  • improvements to readability.

More information is available on the AMSA website.

Consultation closes Monday, 20 April 2026.
