The Maritime Labour Convention 2006 (MLC) sets global standards for seafarer living and working conditions. AMSA ensures compliance through responding to complaints from seafarers and conducting inspections of vessels operating in or visiting Australian waters.

The Maritime Labour Convention Annual Report 2025 report highlights key findings from the year, including complaint trends, inspection outcomes, and broader indicators of seafarer welfare and working conditions.
Key findings and industry insights:
- AMSA received 169 complaints, a 2.31% decrease compared to 2024
- 102 complaints were lodged directly by seafarers
- 58.58% of complaints involved bulk carriers
- Majority of complaints related to conditions of employment, including hours of work and rest
- 1,185 MLC-related deficiencies were identified during port State control inspections
- 12 vessels were detained for breaches of MLC requirements.
