What recreational boating can learn from commercial marine practice

There is an obvious difference between operating a commercial vessel and heading out for a day on the water in a recreational boat.

The vessels are different, the operating environments can be different and, importantly, so are the regulatory requirements.

But there are some elements of commercial marine practice that translate surprisingly well to recreational boating, particularly when it comes to preparation, maintenance, contingency planning and developing consistent routines.

For Australian domestic commercial vessels, many of these disciplines are formalised through a Safety Management System (SMS).

The Australian Maritime Safety Authority requires an SMS to be based on the risks associated with the particular vessel and its operation, and to address areas including maintenance, safe operating procedures and emergency preparedness.

That regulatory framework should not be confused with recreational boating. A vessel used solely for recreation is generally subject to the recreational boating laws of the state or territory in which it operates rather than the National System for Domestic Commercial Vessel Safety.

The lesson for recreational skippers, therefore, is not to adopt commercial shipping regulation. It is to consider whether some of the thinking behind professional marine operations can make everyday boating safer and easier.

Preparation rather than paperwork

Australian recreational boaters are certainly not starting from scratch.

State boating authorities already place considerable emphasis on preparation and skipper responsibility.

In NSW, for example, skippers are advised to ensure their vessel is suitable for the expected conditions, carry the correct safety equipment, check the weather, plan the trip and tell someone where they are going and when they expect to return. Transport for NSW also recommends logging on and off with Marine Rescue NSW where appropriate.

Maritime Safety Queensland takes a similar approach through its General Safety Obligation, requiring owners and operators to ensure vessels are safe, properly equipped and maintained, and operated safely. Its pre-departure guidance includes checking the vessel, checking safety equipment and reporting the intended trip to someone ashore.

Safe Transport Victoria likewise places preparation, vessel condition, appropriate safety equipment and an understanding of operating conditions at the centre of recreational boating safety.

The commercial lesson is therefore less about adding another layer of rules and more about consistency.

A skipper who follows much the same pre-departure routine every time is less likely to overlook something important.

Depending on the boat and intended trip, that might include checking fuel, batteries, engine systems, bilges, safety equipment, lifejackets, communications, weather, navigation information and the condition of equipment that may be needed in an emergency.

For longer or more exposed trips, redundancy also becomes increasingly important. Transport for NSW, for example, recommends carrying two means of communication where possible, such as a marine radio and a mobile phone in a waterproof cover.

It is not particularly sophisticated. That is precisely the point.

Commercial operators turn routine tasks into systems so they are less dependent on memory. Recreational skippers can achieve much the same benefit with a simple checklist.

Thinking about what happens when something fails

Another useful commercial principle is planning for foreseeable problems.

AMSA’s requirements for domestic commercial vessel safety management systems include consideration of emergencies such as fire, person overboard, loss of steering, collision, grounding, flooding and adverse weather. Commercial operators must consider the risks relevant to their own vessel and operation rather than relying on a generic approach.

Again, a recreational skipper does not need an elaborate commercial SMS.

But there is value in asking some straightforward questions before leaving the ramp, marina or mooring.

What happens if the engine will not restart? What if the main battery fails? What if the chartplotter stops working? Is there another means of communication? Does everyone aboard know where the lifejackets and emergency equipment are located? What is the plan if the weather deteriorates earlier than expected?

Australian boating regulations and equipment requirements already address many of these issues. Applying some commercial-style forward thinking simply brings them together as part of a routine.

Technology can make preparation easier

Technology is also increasingly helping Australian boaters bring information together before and during a trip.

One example is the Australian-developed DECKEE boating app.

South Australia’s Department for Infrastructure and Transport partnered with DECKEE in early 2026 to provide recreational boaters with location-specific safety information, weather forecasts, safety equipment requirements, warnings, notices and trip-location sharing.

Importantly, DECKEE is an independent platform rather than a South Australian Government product. The South Australian Government noted at the time of its introduction that the platform was already working with authorities in New South Wales, Victoria and Western Australia. DECKEE also lists Transport for NSW, Safe Transport Victoria, Marine Safety Western Australia and other Australian boating organisations among its partners.

Tools such as these can make preparation simpler, particularly when travelling between jurisdictions where local rules and requirements may differ.

They complement rather than replace good seamanship, appropriate equipment and the skipper’s responsibility to make decisions suited to the vessel, people aboard and prevailing conditions.

Keeping vessel security in perspective

There is another area where technology developed for larger commercial environments can have a place aboard recreational vessels: protecting the vessel and its equipment.

The scale, however, needs to be kept in perspective.

A recreational boat does not require the security infrastructure associated with a commercial port or major shipping operation.

Depending on the vessel, where it is stored and the value of equipment aboard, an owner may nevertheless choose to use relatively simple measures such as quality locks, cameras, motion alerts, electronic access systems or GPS-based tracking.

Modern connected cameras and sensors can allow an owner to remotely check a boat at a marina, mooring or storage facility and receive an alert when movement is detected.

For some owners that may be useful, particularly where valuable electronics, engines or other equipment remain aboard.

This is better regarded as asset protection and remote vessel monitoring than maritime security. The appropriate level of technology will depend on the boat, its location and the owner’s circumstances.

Commercial discipline on a recreational scale

Perhaps the most useful lesson from the commercial marine sector is not a particular piece of technology at all.

It is the value of making good practice routine.

Commercial operators use risk assessments, planned maintenance, operating procedures, checklists and emergency plans because relying entirely on memory and reacting to problems after they happen is rarely the best approach.

Many experienced recreational skippers already work in much the same way, even if they would never describe what they do as a safety management system.

They maintain their boat, understand its limitations, watch the weather, carry the required equipment, keep important gear accessible, tell someone where they are going and think about what they will do if circumstances change.

That aligns closely with the messages already being delivered by Australian recreational boating authorities. NSW places responsibility for the vessel and those aboard firmly with the skipper, while Queensland imposes a General Safety Obligation on vessel owners and operators and Victoria similarly stresses preparation, vessel condition and appropriate equipment.

For light commercial operators, that approach is formalised through AMSA’s Safety Management System requirements. For recreational skippers, it does not need to be.

The useful crossover between the two sectors is much simpler: prepare consistently, maintain the vessel properly, know what can go wrong and have a practical plan for dealing with it.

That is commercial thinking that makes sense on boats of almost any size.
